If a so-called job agency asks for a registration fee, processing charge, or security deposit before placing you in a role — stop. That request is almost certainly a scam. In 2025–26, India’s National Cybercrime Helpline (1930) logged over 11 lakh cybercrime complaints, and employment fraud — particularly fake registration-fee schemes — is among the most reported categories. Here is exactly what to watch for, how to report it, and how to recover money if you have already paid.

What Is a “Registration Fee” Job Scam?

The mechanics are consistent. You see a job listing on a portal, WhatsApp group, or social media page. The role offers a salary well above market — say, ₹35,000/month for a data-entry or telecaller position with no experience required. You apply; within days a “HR executive” calls to say you have been shortlisted. Before the interview can be scheduled, they ask you to pay a one-time registration fee of ₹500 to ₹5,000 to “secure your slot.”

Once you pay, one of two things happens: the agency disappears entirely, or they invent a second fee — for background verification, a joining kit, training materials, or a “refundable” caution deposit. The job never materialises. The company either does not exist or has had its name and logo stolen by fraudsters impersonating Infosys, TCS, Reliance, or other large employers.

How the Fraud Works: The Typical Scam Script in 2026

  1. Fake listing on a real platform. Fraudsters post on Naukri, Indeed, or local WhatsApp groups, using stolen logos and company names to appear credible.
  2. The shortlist call. A scripted “HR” caller mentions a specific salary, role, and joining date, then asks you to confirm interest within 24–48 hours to create urgency.
  3. The registration demand. You are asked to pay via UPI (usually to a personal account rather than a business account) to “register your candidacy.” Amounts are kept low enough that victims do not immediately suspect foul play.
  4. The escalation. After the first payment, a follow-up demand arrives — a “security deposit,” uniform fee, ID card charge, or refundable caution money. Each step extracts more.
  5. Disappearance. The number goes silent, the UPI ID is abandoned, and there is no office to visit.

According to the Ministry of Home Affairs 2024–25 Annual Cyber Crime Report, employment-related fraud accounted for over ₹4,200 crore in financial losses — second only to investment scams. Women job-seekers and freshers in Tier-2 and Tier-3 cities are disproportionately targeted, partly because staffing and recruiting companies in Hyderabad and other metros are their primary gateway to formal employment.

Warning Signs of Fake Job Agencies in India

  • Any upfront fee. Legitimate employers and registered placement consultancies do not charge candidates. Under the Code on Wages, 2019, and ILO Convention C181, charging workers a placement fee is prohibited. Zero-fee placement is the legal standard, not a selling point.

  • Pressure and urgency. “Only 3 slots remaining” or “offer expires in 12 hours” are manipulation tactics, not standard HR practice at any legitimate employment agency in Hyderabad or elsewhere.
  • No verifiable office or GST registration. Search the company name on mca.gov.in (Ministry of Corporate Affairs). If the firm does not appear and has no verifiable address, it is almost certainly fraudulent. Legitimate people consultancy services always have a registered company.
  • Unsolicited WhatsApp or SMS contact. If you did not apply anywhere and received a “congratulations, you have been selected” message, that message is a scam. Legitimate employment solutions providers respond to applications — they do not cold-contact strangers with fee demands.

  • Code on Wages, 2019 (operative 2026): Explicitly prohibits charging workers fees for employment or placement. Violations attract fines of ₹50,000 and up to three months’ imprisonment for repeat offenders.
  • Private Placement Agencies (Regulation) Bill, 2025 (proposed): If enacted, would require all placement agencies to register with the government, ban candidate fees entirely, and create a central redressal authority. Until enacted, ILO Convention C181 provides the baseline — “no fees or costs shall be charged directly or indirectly, in whole or in part, to workers.”

How to Report a Job Scam in India: Step-by-Step

Step 1: Stop All Communication and Document Everything

Screenshot the job listing, every message exchanged, the UPI payment confirmation, the caller’s phone number, and all email correspondence. Save these before blocking the number. If you paid via UPI, note the Transaction ID — you will need it for the cybercrime complaint and any refund claim with your bank.

Step 2: Call the National Cybercrime Helpline — 1930

India’s National Cyber Crime Reporting Portal helpline operates 24/7 under the Ministry of Home Affairs. Call 1930 immediately after any financial fraud. The helpline can initiate a freeze on the fraudster’s account if you report within hours of the transaction — banks and payment platforms are obligated to cooperate once a complaint enters the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS). Speed of reporting is the single biggest factor in recovering money.
